@Mogsdad I think it's off-topic and belongs on Programmers or Math Overflow (do we have "Computer Science" site?); it's not asking to solve a problem, it's asking about the mathematical definition of a simple function. It depends on whether you think it is a "practical, answerable problem that is unique to software development" a la the Help Center
It is about runtime complexity, but it's also mostly just asking about whether it's a linear function or constant, which is purely mathematical

Okay, a little venting:
That guy has -94k- rep. His attitude on Meta destructive to the system. He consistently blames moderators / the system for doing the wrong thing when he disagrees with how SO works. He refuses to consider that -his interpretation- of how SO works, is the problem.

That attitude, combined with his high rep, makes his posts harmful to SO. Less experienced users will see a high rep user telling people to do <Incorrect action>. Posts like that should be removed.
