My IIS wouldn't stop caching..
so I changed
 
Vagrant just let's you easily use VMs and configure them easily
VMs are stored in boxes that you can add to your vagrant instance
and over a vagrant-file you can configure what happens after the vm is initialized
so you can run any kind of script / setup / whatever
