main > article :any(section,article,...) :any(h1,h2,h3,h4,h5,h6) {font-size:24px;}
main > article :any(section,article,...) :any(section,article,...) :any(h1,h2,h3,h4,h5,h6) {font-size:18px;}
then only in the markup decide what tag to use

so h2+ is mostly for seo these days imho. i don't have proof/just telling you what i've read in the past about html4 AT
in fact iirc some of them use a totally different approach for understanding the "outline", checking the css font size rather than the <hN>
