Articles are kind of a solution in search of a problem. I can say they can be useful but I struggle in trying to think of when or how they would fit. A self-Q&A has a similar end goal as an article. It's also more fit for the site (you know, being a Q&A and all), has better visibility (same as other questions), it allows for something better to come out of it (alternative answers), can evolve (be edited).
An article should thus excel at not being among other questions, not allow alternatives, and shouldn't evolve. These aren't necessarily bad traits, mind you. Just find it hard to make something useful with them.
I guess an announcement is such a thing. It's not a question, doesn't need different approaches, doesn't need to change. But it's also...not hugely useful for SO, either.

You'll also get a mod diamond on the general SE chat server, making you a mod on all other sites' rooms except Meta.SE. Will you also exercise your mod rights there?
Generally, SO mods have their hands full with their own stuff. I don't think any have gone moderating other SE sites' chat rooms. Are you aware of something I'm not?

One thing I'm getting at, though: if you see a rule violation in a room of a site where you're not a mod, would you yourself perform a moderator action, or would you defer that to a mod of the room's site? Or somewhere in between (only for blatant violations, only if no site mod is currently active there, etc.)
I'm active in SO chat, so I'd probably moderate as-needed if I see anything. I don't imagine this would occur all that frequently, though, especially based on how rarely I see flags as a 10k user, and I think I've only ever personally flagged one thing. Maybe helping out with the routine tasks in SOCVR like Cody does, assuming the ROs were okay with that (I'd respect their wishes, of course).
As for Chat.SE, I'm really only in Charcoal HQ and sometimes the extremely inactive Law.SE room. I don't think I've ever seen anything in need of moderation that wasn't quickly handled by the room owners in Charcoal (many of whom have diamonds themselves). I suppose whether I'd take action would depend on what it was. I think I'd probably act quickly on a blatant violation, though I do have to stress how rare such things appear to be. I'd generally defer to site mods if available.
Anecdotally, mod flags in SO chat are pretty darn rare, too.
Either that, or I don't spend enough time here.

@cigien It's actually very difficult to catch a question ban on Meta SE, so waiting for that to kick in could take quite awhile. I only ever see this suspension reason used in rare cases where a user very obviously just doesn't get it (posts multiple, or the same, questions in a row on Meta SE that are not on-topic and has had them all closed w/explanatory comments and etc.).
