How do you deal with a bad question 1) where op asks basically for "write the code for me" 2) has a bounty 3) has additional requirements that he puts under answers as comments

(if it really is 1. a bad question b. too broad c. not in shape)
you can also either tell op to add the requirements in the question in an effort to put it into shape, or edit it yourself

@JohannesKuhn If something deserves to be closed but has a bounty, use a custom mod flag to explain that ordinary users can't VTC it

Other question: Should I now use custom flags for duplicate answers? You know, those answers to old questions that are basically "I had the same problem, so I did what was suggested in the accepted answer, and this fixed it for me".

I believe you only get custom text like "a moderator reviewed your flag, but found no evidence to support it" when the flag is declined by a moderator as opposed the the low quality posts review queue
 
No other answer there metions the Xms512m or Xmx1024m or the MaxPermSize. I have no domain expertise there, but if that's a solution that worked for the person who posted the answer, and it's not a copy/paste from some other answer, it seems tolerable
not a good answer, but it doesn't look like NAA or copied

Xms, Xmx and MaxPermSize are options for memory management. Unrelated to the error in question.
That's like adding "and I also changed my desktop background" to an existing answer.
 
If a post requires domain expertise for someone to understand that it's not a relevant solution to the question, it shouldn't be flagged (mods generally aren't domain experts either)
downvote, sure. vote to delete if you have the privilege, maybe, but not flag
 
May I now run around and answer old questions with "and I also changed my desktop background, not sure if this made any difference, but it solved the problem"?
It's the same thing as in the accepted answer, with some added ceremony. No indication why this added ceremony was necessary, but in the eyes of a non-domain expert it might make a difference.
And if someone uses this answer, we get a nice cargo cult.

But since the two are two extremes of a spectrum, if an edit is conforming to one extreme only, its chances aren't that good.
That there are three reviewers for a suggested edit evens out bad judgment calls
To be fair, "don't polish turds" doesn't make sense, other than education, maybe.

@M.A.R. — one way of looking at it is "if you have enough reputation to make the edit without having to be reviewed, the turd polishing puts the question into the best light possible, even though it may well be closed". If you have to get other people to review your efforts, then that is probably not sensible use of your time, or (more particularly) their time. I'll fix questions which I expect to be closed, but no-one else has to sit there and think about whether that's a good idea.

Now that I think about it, yesterday meta was really murder. We even had a downvote comment requirement dupe.

It's the way I view it. If there are typos or other easily fixed mistakes in a question of intrisically low quality, I'll clean them up, especially if the asker clearly doesn't speak English as their native language. But even after that, it may not be answerable. I'll vote to close. The edit might bring the question back to the front page where others can also VTC; that's OK too (in my book — some might not agree). But making other people also evaluate the edit as an edit is not so good.
I should say "sometimes I'll clean them up" — I don't always do it. It depends on mood, time pressure, …

What sours the taste of reviewers is mostly editors doing it for the rep. This would just be an outlandish view for people that have stopped caring about two points more.

@CindyMeister No. I paid someone to feed my horses today and she got their late. She took a picture of my old girl. She is thin and it was raining and I don't think she is getting enough to eat. I felt so bad for not being there and putting a rug on her and feeding her more. Makes me terribly sad.
