There are plugins for atom and sublime that do sort of the same thing
I mean the suggestion for parameters and method suggestions etc which we get for some languages in other IDEs, eg for JAVA we will get auto suggestions in Eclipse and Netbeans.

Suppose I included "jquery-1.12.0.min.js" in my HTML page & I am using only 1 function of that jquery library.
I want to know, when a user will load the HTML page in his browser, will the entire library (of 96 KB) get downloaded in the browser or only the needed functions?
