It's absolutely critical if you want some kind of CI build, and a really good idea if you want to run tests and lint every time.
Writing raw JS by hand has nothing to do with it though
A build step makes sense in most contexts, but it's not a problem of whether you write raw JS or not

You have to draw a line for practicality, depending on how important the application is (if it's flight control, then it should have 100% coverage). 90% is safely above that for most purposes.

When we started requiring tests (and never-decreasing coverage) here, a lot of our contractors went from delivering "working" features the next day to taking a week or so, but we saved so much time in QA.
