we (well, everyone does actually) have that ability already, "flag for moderator". but we as simple users can't know who is flagging, so it's not something you'd generally flag for.

meh, shadowbanning is neither constructive nor entertaining

it's entertaining if you can opt in to seeing what they're writing

like if you ignore a user on chat you won't see their messages... but you can still briefly un-ignore if you see someone getting into an argument with them

last night i had only 7 reputation. overnight I made post edit after post edit, tag wiki edit after tag wiki edit. finally, by morning, i had 17 reputation. it had nearly doubled.

Moral of the story:
If you want stable reputation, make edits. It's guaranteed.

@William So howt one use to do is hit the keys on the typewriter, then when it was going off the end of the page, you use to have to shove the thing "typing ring" back around - that was what's called now a "carriage return"
