@hilli_micha so, there are two kinds of flags: regular and mod. Mod flags obviously go to the mods. Regular flags appear to every 10k user currently logged in, regardless of room. To validate a flag, at least half need to have voted or dismissed it, and more than half of those have to vote yes. I think? Not sure on the numbers.
