It's just 1.7 and up.

So, Microsoft got sued by the EU for about $1 billlion USD because they package IE with the Windows OS.
Apparently, that's not conducive for a free browser market. So now, Microsoft is going to start releasing a special Europe version of Windows w/o IE.
