meaning that the location of the long press was the row View...
right but the ACTION_UP gesture may be firing for the new View you create

Q: Move Events AFTER LongPress

does longpress even fire action up?
First, I'd find if that is actually the case, but I think you'll find it is.

Carl, that's an awesome screen. Ours never had anything like that.
I have a menu XML file
with the item
and I inflate it in my Activity's onCreateOptionsMenu function
and it shows up in the app
but when I click it it doesn't call onOptionsItemSelected
is there something else I need? I have this working elsewhere in the app with an overflow menu and that one works just fine

you could always try to redesign your way out of the problem
also @CarlAnderson that NotificationsActivity has a bunch of stuff going on in it (creating/handling http request/response, json parsing, etc)

In the overlaying view, I assume you have other views. Pick one that is big enough to easily find, and have it listen for the event that interests you. Log it.

try overriding dispatchTouchEvent and look around
the View that overlies is a RelativeLayout which adds Views on the Z axis
so probably the top most view of that layout is getting the Event?
definitely be the first one to check
although you'd think the relativelayout would get it if none of the children consume it
