@Gemtastic Yea, I don't think that's the best choice. Basically the lab is trying to decipher a block of text. So I got all the letter keys and the number of times they are in the text file. Since the text is in English but is scrambled, I'm replacing all the keys by the frequency of letters in the english language, eg. e is first, etc.
Hopefully I can get the correct replacements to read most of the file, and then replace them and output it into another text file.

I'm not even sure you should be using map at all.. The point of map is to keep track of the values connected to a key...
Oh. So this is the first line of the text. "XWJG FBVCCVU, JYP XQZ GCVXQH XKAZG" I mapped out the keys as the letters, and have the individual occurrences.
I have my map which outputs the keys with the highest occurrence in descending order.
Ok, that far it makes sense
Now, in the lab document, I'm given the letters that occur with the most frequency in the english language. So E T A H O S I N R D B L M W G U C Y F J K V P X Q Z are the frequencies.
For my map, the key with the most frequency is Z P Q etc, etc.
Basically I want to swap the keys and the replace the letters in the original text file.
And then decipher the text file basically.

First of, I wouldn't use an existing map for that, I'd make a new map with the new key and the old values.
