You'd start the session on both of those pages. When on the login page, if the user is already logged in, they shouldn't be logging in again. On the redirect, or page where the actual login is performed, you need the session to save their logged in state.

The environment variables in $_SERVER will stay the same. However, client information like the IP address, remote host, user agent, etc. will change according to the machine accessing it.

Definitely not. $_SERVER is information about the server, the environment, and the request. You shouldn't be changing anything in it anyway.
Server variables are set by the web server. If you change a variable during a request, it won't last.

You can manually set information in $_ENV by setting environmental variables in the server (depending on the server), but I don't think you can set them in one request and use them in another

That's correct. The request will always begin with the environment in the state php.ini (and the other various bits of server configuration that influence the server environment) say it should be in. ini_set and $_ENV and company can be used to change those settings (or save new values, at least) during the request, but once the request ends it's all gone.
