If anybody could tell me where the default page for cakephp is that would be great. Can't find it at localhost/cake_3_4. Alternatively, I'd like to know where Apache stores url-to-file routes; I know it's not in the 'www' folder (neither is phpMyAdmin and so forth)

default install of wampserver, followed by installing composer for my bin/php/php5.6.25, then installing cake per this (smarttutorials.net/install-cakephp-3-using-composer).
I also installed cake in wamp64/bin/apache/apache2.4.23/htdocs since the tut I followed is using XAMPP, but I believe this is the only htdocs folder and should be the right one.

Open httpd.conf and search it for DocumentRoot. If you only find one, that's were you need to put stuff. If you find more than one, you need to identify which virtual host is handling localhost and that's the one you want.
I posted in response to that and got timeout written next to my name. It said edit / delete / cancel and I assumed it was some form of moderator punishment; not sure what I did wrong?

I knew that. Just confusion with the remarkably old tutorial I was trying to follow for installing cake. I think it confused me more than it helped me. lol
Really I would suggest that you eliminate all subdirectory levels, delete everything in the documentroot directory and just move everything from whichever directory contains index.php and put it directly in the documentroot dir
