if it's impossible to find a php parser, and stupid to write one, then you don't really have a lot of choice, and neither do they ...
the parsing doesn't need to happen on a business sensitive machine ... it isn't a real problem ...

yeah I think you're pretty stuck ... I've tried to write the code from scratch (in java) to extract data from PDF's before ... it was the biggest pile of crap ...
if you can find ones that have got c/c++ apis with them, we can do an extension ...
Yeah I tried reading the "specs" to find out what goes wrong with the parsnig but gave up pretty fast :P
those libraries that work well with pdfs don't follow the specification alone anyway, they are written based on extremely wide and deep knowledge of the generators in the marketplace ...

I used to pride myself on being a front-end developer, but that was before React became a job requirement for most front-end development jobs (that I look at, anyway).
