If you want to ensure exact dependencies then yes.

Theoretically if you've defined everything correctly and everything follows semver correctly then it shouldn't matter.

An argument that I can see for not doing it is that tests on e.g. Travis will always use the latest versions of all deps, which would enable you to see if some dependency breaks something

We've updated Node to the exact same version on all the machines, made a fresh pull of the get repo with a fresh npm install, reinstalled Gulp globally...still different.
