What I'm going to do is figure out the city first, then have a few control points to calculate to, and then calculate from those points -- so I don't have to loop through 100 possible positions each collection check.

To search by kilometers instead of miles, replace 3959 with 6371.

Yes, and I must find that one person and lecture him and/or her.
Currently, I have a wrapper class for my database. Declaring a new instance of it creates a DB connection (for example, $db = new DB();).
However, there is a problem.
The above line of code is written in a file called include.php which is included (using php include) on every page.
As a result, when the user navigates between pages, a new instance of this class is created each time.
Is this efficient? Is there a better way to deal with this?
Database connections are resources. You can't persist resources between pageviews. Connecting to the database on every pageview is expected and normal in PHP.
If you're using MySQL, know that MySQL connections are lightweight. If you're using Postgres, use a connection pool tool like pg_bouncer instead if you're worried about connection overhead there.
I guess that would make sense. I just fear that if there is heavy traffic, then there would be so many connections to the DB that the site might crash. I might be wrong about that though.
