As I said, package managers typically do that for you.
make install should copy ./php.ini-developent etc to the path specified during compile --with-config-file-path=/usr/local/etc/php it won't overwrite your current file since it's not the same extension.
Also, config-file-path is not meant for that particular purpose ... imho.

Yes they would.
The main php.ini is loaded first, followed by whatever it finds inside the scan directory.
One big array_replace_recursive() operation as it were :)
