Hey @Leigh you mess about with low level stuff, can you explain why so many things (in socket programming at least) have arguments like func(buffer, bufferlen) where I have to specify the size of another argument I passed? Why can't the target functions just figure it out for themselves based on the argument in question?

A method guaranteed not to mess with the data... Just putting a downloadable .csv somewhere would work, perhaps pastebin (although I don't trust pastebin that much either for these cases).
:11158878: I wasn't transposing it on purpose, it just did that after I followed an example of the fgetcsv function.
Also the actual answer to your question is that input data in the file is not actually UTF-8, I suspect. I know you say you've verified that it is but that's the only reasonable explanation for the problem

These are 3x the same file through different encoding methods. At least one of them should be correctly encoded. I tried all 3 but none of them worked.
