but as ext/, no unless they are non-disableable. At which point why are they extensions, and not proposed for ext/standard or zend/

JFYI the pecl_http tests are supposed to be merged into ext/standard and main, not as extensions. That's in the RFC, in the discussions and in the POC.

Once I get to the point where one generator is part of multiple yield*s and contains yield* itself I just can't keep up anymore

I think that may be a case where the stacking approach breaks down
