he kept saying the the ticks should not have a 1 second delay, PS: it was just using an infinite loop with sleep

I dunno. At the end of the day it's the application's job to manage memory effectively -- is PHP less efficient than other alternatives? Sure. But that doesn't mean it can't be done ...

There will always be a home for simple template-style HTTP resources (at which PHP accels), but like @andho said, going forward any interesting enterprise development is going to utilize stateful, long-lived connections.
