@Puppy Perhaps, but there's a bit more to it than that (IMO): in the UK, the major political parties mostly have at least vaguely coherent positions they represent, so most politicians can pretty easily fall back on the party line if they have no real position of their own. In the US, neither of the major political parties has a real position other than certainty that the other party is wrong, so their only two fall-back positions are calling each other names, and blind patriotism.
 
and frankly, that woman seems like she got off pretty lightly as far as police brutality can go.

Most cops do nothing of the sort--but thousands of routine speeding tickets and such never even make local news, not to mention international news. What you're inevitably going to see/hear about are the relatively rare cases where there actually is a shooting and usually real reason for controversy as well. Even then, the 99% of cops who think: "why was he such an ass?" will be passed over.

@LightnessRacesinOrbit It's less inflation in terms than simply differences in terms. Just for example, from your viewpoint, "shocking", "OMG" and "crazy" are much stronger terms that "cunt". In the US, quite the reverse is true.
 
The differences came in at some point as language diverged which, for each term in question, is either inflation or deflation (depending how you look at it).
I also reckon it's self-evident that shocking is supposed to mean "results in a shock", whereas cunt as an outburst is inherently more prone to change in apparent "strength" because it doesn't really mean anything on its own (since we're clearly not referring to the body part here)
