Basically, SE had a huge problem with low quality questions. So they implemented a ban that computes a number based on your posts, and the votes it has received. If that number is past a threshold, you are banned. If you want to get out of the ban, you make it so that you no longer pass that threshold.

@Tekkzz The question ban was designed to permanently ban users that can't contribute positively to the system. When they implemented it, they never designed a way to get out of it. The only way to get out of it is to no longer meet the ban criteria. But this is next to impossible for the average person who manages to get banned in the first place.

@StackedCrooked SE doesn't do IP bans that easily. You can get away with creating a new account on the same IP. But only up to a certain point. Then the heuristics will kick in and alert the team to take a closer look.

IP bans are only for the worst cases. But I imagine they probably do something with OpenID as well.
@Tekkzz Most German Internet providers give you a new IP address every time you reconnect. Goto whatismyipaddress.com, then reconnect, and then check your IP again. Has it changed?
