you can have a fullscreen windowed swap chain, or a fullscreen bordered swap chain, if you want.
a swapchain does nothing but present an image on to a window- the window state is a completely different matter.

there is no "true fullscreen" for bare win32 windows though is there? you can only fake it with "windowed fullscreen"

you can swap chain on to a texture or something.
@melak47 Well, it's true that AFAIK, you have to ask the DirectX API (or maybe the WOGL stuff) if you want to get that state.
but I believe that, simply put, the only reason it even exists is because there are some performance ramifications for operating in windowed mode- a fullscreen application gets GPU priorities or something like that.
but you can get a similar effect if you want to.
for example you can lock the mouse to the window.
 
fullscreen window and borderless window the size of the screen are two different things

you simply disallow regular writing that OS does.

hmm, so 2 state machines/things? window umm...state (windowed | maximized | minimized | windowed_fullscreen | fullscreen), window style (bordered | borderless | aero_borderless (don't ask) )? but when in windowed_fullscreen, changing the style to bordered takes you back out of windowed_fullscreen...so should windowed_fullscreen be a "style" instead? And when maximizing an aero_borderless window it has to become a borderless window because of reasons...urgh
