it's unbreakable as long as the random keys are genuinely random (Russia forgot this once and got some of their messages partially decoded)
but there are quite a few issues with using OTPs
you need 1 bit of OTP per bit of message, which is massive compared to an asymmetric scheme like RSA
and the OTP itself has to be pre-arranged and stored somewhere by both sender and receiver
