if you are measuring it because you need to decide whether you need a 3 litre bucket or a 10 litre bucket, then maths is a great tool. But if the water measured has to be very very precise, say, even a 0.00000000ml would drastically affect the environment, then you might have to re-consider, because your tools would change size due to temperature. Water might evaporate or condensate during to different temperature or humidity ... together with thousands of other uncertainties
