Those are all framed shots, the second one especially. The sky in the background is in view because there wouldn't be any screenspace reflections without it (beyond false position spherical probes). Even then, the ground textures are low resolution and the depth of field in the background is used to hide the atrocity that is the scene geometry in racing games.
