Some people have recommended creating a demo.htm with code examples.
Unfortunately my styling is very basic with no syntax highlighting of the code snippets.

My question , is there any template pages that I can use

@loosebruce Why not explore some existing projects on github? Typically, people seem to write brief tutorials in Markdown.
@loosebruce Because it's the wrong word, really. I wouldn't expect to find a website of "templates" for documentation because (a) a generic template that's multi-purpose across different projects makes no sense, and (b) frankly, people don't need a "template" in order to document their project.
Whatever you do, don't copy Boost or Microsoft.

@Igor That's the way to write quotations in LaTeX source code (which uses them distinguish between "opening quote" and "closing quote", so it can generate smart quotes as Word would). It's either habit, or a publishing error.
 
Many people do maintain the habit of writing in LaTeX quotes, because they have OCD or are pedantic or are simply ``showing off''.
