Looking back to the earlier discussion: the "standard" NOP on Intel is actually encoded as xchg ax, ax (or eax, eax, rax, rax, depending on processor mode). When AMD's processors hit about 700 MHz (they were ahead of Intel at the time) Windows needed a special driver to continue working, because it used a NOP loop that no longer took long enough. And yes, exchanging almost anything with itself ends up as a NOP, so you can build them in at least 2, 4, and 8 byte varieties pretty easily.
