I just found code at work that stores stuff in a std::list and keeps track of the "current position", and each time an object is inserted in the list, it resets the current position to the beginning "since an add may have affected the list layout"

After that, they changed something. And deleted answers lose the tick. But if it gets undeleted, it gets the tick back.
Here it looks like we have a special case where it's deleted from the review queue.
