Yeah, an example:
1. User creates an item in menu (Model View Controller Tutorials).
2. They generate child pages under Model View Controller Tutorials.
3. Binds that structure to a data-model with given `html`.
4. Dynamically call partial view / Razor to build menu.

That was my original line of thought.

You can have a controller to allow the user to implement the Menu optional parts. If you wanted to show it dynamically, which to be honest I think here means "conditionally" you could include a call to a partial view actionmethod inside of your shared layout that would look at who the current user was and then return the menu to the page to build.
Since there are only names, you could even make it a micro service that just returned a json structure and was an ajax call.

@Greg - Well, there are downsides of my implementation. Whereas it does separate concerns it introduces an extra call to the server which can be undesirable. Doing everything at once is definitely the most desirable solution. Not sure the best way to incorporate that into your program because it is going to be very implementation specific.
If you have hooks in there to just include the simple user menu string somewhere, then it would be best to avoid another trip to the server.
However, keep in mind that server trips such as including js files are very fast and that is essentially how long you would wait for a session cached content.

@Greg - You can see a very simple version of this if you click on our page wiki. At first, it constructs a basic session for you to properly run the view count. So the first time you visit, it takes approximately 3 seconds to build the session. Every other time you refresh or build while your session is active it is near instant.
 
Well, my original thought is if I created a database table the user could essentially just write three fields in there: Id, Name, and Position. Then simply parse the table which would generate the html. Position 1 = Top, 2 = Child, 3 = Child Of Child. So on, bad thought?

@Greg - It isn't possible with the position setup. You will need to use something like what I described where you track the relation between parent and child. Once you pulled the data out you could recurse through it to define the menu being implemented.

The issue I found with the 25k tables was searching. As elements are removed from a table, the algorithm to manage the size of each cell is called. This greatly affects performance.
