I would not make any great fussy about that, there are much worse comment then a ಠ_ಠ comment. My consideration is to just flag the comment as too chatty and move on.

meeh I will not flag spam, but they are clearly misusing the platform for personal reasons.
I would bet that on meta you can power users that considers it too be abusive or spam

Have to. No options. If you don't, the flag fails. So into the script goes a canned reason. Or, you customize it with a look of disapproval. I usually delete the comment afterwards, except when they're egregious and, frankly, the look is warranted.

Yeah we use that now (before we used apache json lib), but now with gson just make an object same as json and it will map automatically. The question is still too broad/unclear, no use for SO...

Btw @NathanOliver, just a FYI regarding my close-vote-by-user Meta question. I've accepted Seth's answer for now. I know you were interested in posting a response to this, and I'd still love to get that from you, if you have time. I've ventured to suggest in the comments that CV by user is not as frowned upon as DV by user, since there seems to be some community support for careful instances where it can be justified.
