I think it would be on-topic to ask about a problem specific to installing the IDE, like "do I need to install X component to do Y," but if the installation question is general for any piece of software, it's not on-topic.

there's issues with Android Studio say (or has been) where when you'd create a project you'd automatically get an error in the project and I think that's on topic
