I think it would be on-topic to ask about a problem specific to installing the IDE, like "do I need to install X component to do Y," but if the installation question is general for any piece of software, it's not on-topic.

if I installed Android Studio just to disable the crappy bundled apps, that wouldn't be a programming question

now a more interesting question: is errors during compilation of software you are trying to install that you didn't write (nor know anything about) a programming question?
