Sure is. You want each client to be assigned a seat, but you don't want to assign the same seat to multiple clients.
One option would be to ask the driver and then trust him that the seat is free, but the driver could be busy. A better option would be that each seat knows if it's free. Since you only need to synchronize access per seat, you have much less contention.

More locks isn't worse. You have one lock per seat, and one passenger only talks to one seat at a time. The order in which a passenger checks seats is randomised to minimize failed allocations. If there are 75% as many passengers as seats, a late coming passenger should only check 4 seats before finding a free one.

guys I noticed something. After 6 intensive months of js, php, css and html, and really working with the heart of the language without the use of libraries I started learning a compiler language Java. Heck, it took me like 4 days to learn JavaFX, XML, enums, OOP design patterns etc
