To be fair, your question is way too board. Win32 is indeed an API. Perhaps the biggest ever.
Even Java is an API. Oracle and Google are fighting for it. I'd advise you find something that you are interested in.

Most timezones are offset from each other by a full hour. Converting minutes manually should then be easy if you know what timezone you want to convert from and to.
