What you are seeing is javascript code that includes a placeholder. The values surrounded by pound signs are meant to be swapped out.
 
the template is filled with many of them, I cant figure out where it gets filled, this program is similar to turbo lister it is used to list items on ebay

Whatever loads your template probably swaps them out automatically. Either way, sorry to say, but it doesn't look like a JS or PHP issue, sorry.

I don't think a console can help here. For example, I wish for someone to type some JavaScript code and it to then be able to run, all from the same webpage.

It's totally possible, just use eval() on the code the user gives you. By the way, I think I just broke my record for bad advice.
