I'm building an android app that makes use of an external json API, how often should I ping said API for new data?
 
Depends how often the API changes? :P
You can do some smarts with e-tags on your server

@Adil Make a request without an etag, get response data with etag, store etag, next request you make do it with the etag in the header, you'll get a 302 header or new data and a new etag back. It's built-in with apache, can't remember what nginx does, I think there's a module for it.
 
would this work for an API that I have no control over?
 
You'd have to check their documentation what type of caching, if any, they provide
if it's not yours, don't worry about it too much, their issue to scale the API, get data as often as you think you need it - cache what you can, the rest is up to them.
