I've been trying to build something that automatically batches geometry. I want to allow for no batching, static batching and dynamic batching. In my mind I'd know how to do all three in OpenGL for any kind of input pretty much. But to abstract it for an API and say "hey give me any shader you want, any generic geometry buffers, any uniforms and I'll just magically batch stuff for you" is too hard
 
because rendering is inherently not very generic
 
The shaders can't be generic, the buffers have to conform to X, the uniforms must conform to Y

But I claim that it's not static for the lifetime of an app, it's static for however long the scope it is in lasts. After the program leaves the scope, the static variable dies, so it is no longer static - or even in existence.
