I think so, there were lots of stuff owned by our ISP
the direct connect server, the CS server...
this all ended once one of Romania's biggest ISPs took over the little local guys
I don't mind it that much, there are still two leading ISPs in Romania, so there's competition
which means there's great speed for great prices
but yeah, the acquisition kinda ruined those local communities

I'm not sure how it all affected the current generation of kids (I was well into high school once the ISP was acquired)
but back in my day, I was sort of the only kid in the classroom to know torrents existed (even though I wasn't using them a lot myself)
games were shared either via oDC or physical CDs and DVDs
if they weren't on oDC or CDs, they were nowhere
