@karel No; in my knowledge, there is no such chatroom where someone can ask why particular question was closed. Meta may help in some cases. About that specific question, the most voted comment explains why it was closed. IMO, it is broad and unclear. If you think it is good question, please go ahead and edit it a bit in shape. You may then place a reopen request here.

The real issue here isn't "is atoi thread-safe" (which is answered in the docs anyways, so not a good question either) but "I have an (unspecified) error in my (undisclosed) code that I'm trying to fix by replacing atoi with something else, but what should I replace it with?"

@karel While it's better than other posts I've seen deleted by meta, the meta effect seems to me to be a little erratic. I've lost faith that all users vote on what is useful to others, but instead of what is useful to themselves. It only takes a few to remove a post :( Once it's deleted it takes more than luck to undo it, since most users can't undelete it and can't search it either. They have to happen upon the meta post and want to undelete it.

@karel you can ask here why a question is closed, in other words: How (for what reason) did it get in that state. Careful how you ask, specially if you're involved in that Q/A somehow, you don't want it to be interpreted as a re-open request. So don't ask: shouldn't this be re-opened? but I admit this all somewhat subjective so some discussions might work here, while the next fails. We love to be inconsistent, just to confuse everyone.

It talks about integrating commercial product. Answer mostly discuss same and the networking thing. We hardly see HL7 in there. "By using a programming language, create a socket that listen to the packet" How? Any Code. nothing. IMO, answer is not useful as well.

I wanted to ask something, is there a metric after which a particular post is considered plagiarized from another one? For example, is this answer plagiarized from this one? It does seem to have 3 eerily similar lines of code... but the rest seems to be original...

@Yatin No. There's not a metric like that. As far as I understand the code needs to include sufficient amount of code that is original. If the lines in Question are mentioned everywhere, including the documentation, then it's not really plagiarized, like int i = 0;, despite someone was indeed the first to write it.

The second and third line of the code you here is depending on the first. So we're only talking about one line of code. To see if there is a problem, you can check the documentation and find out how those methods work. Then evaluate if any of those lines seem original in nature.

For this case, I think I've seen similar code on SEI CERT Oracle Coding Standard for Java. There are a lot of rules & recommendations though and since I think it was similar, I doubt I can just find it by searching.

Looking at this rule STR00-J, it uses the same "trick" by both setting & comparing the result in the while condition. I'd be very reluctant to say that one used code from the other.

And I haven't checked the Oracle java tutorial.. but you're more than welcome to :)

It's called a dispute flag. Only mods see it. @Yatin That is sort of opinion, no? There's a big camp that says comments are not for anything that Answers. They are for clarification questions only. And that comments should only have 7 days of life.

So putting it in a comment would not be very persistent.. in a sense that the information could easily be lost.

Some even go so far as to say that it should be an Answer to enable users to downvote it.. which I think is kind of silly.

@cigien The primary thing that I keep in mind is that nowhere in the help center does it mention effort. The homework part mentions narrowing down what part the user is having trouble with. One can argue that is effort, which in my opinion it is. Writing a post properly explaining things always takes some effort :) But a lot of user will close vote posts for "no effort", which.. I'm not very happy about.

^link only answers are flagged as VLQ by Natty reporter and as NAA by advanced flagging

I think a user script to make comments with the option to append predefined text is on the top of the list though.

I just used the script, as I know its not a late answer, so Natty actually has nothing to do with it, but it creates the flag and the comment

I'm not happy about those canned comments. I have my own list. But I mix and match them and I don't want a Cartesian product of comments to pick from :)

I think you mean union. A cartesian product would be pretty unusable.

@JohnDvorak Yes, I do :) I have a canned one about checking out the tour. And one about comments. If both fit, I copy's paste twice :)

Actually I have multiple about comments. Depending on the reputation of the user, and if they wanted to comment on another Answer or shouldn't comments at all.. and.. and.. and.. :)

@Dharman yeah but how is anyone else supposed to know - without wasting time looking through the revision history - that the problem is no longer reproducible? a comment to the effect that the edit was inappropriate would have been better.

That is certainly a problem, but I can't take the blame. OP should delete the question if it turned out to be unreproducible. I rolled back inappropriate edit and I asked the room to close it pointing to the revision.
