The entire class was built just so I could avoid reusing onFailure everywhere and check within each onFailure if it was caused by the server being down or no network in the device

Okay that makes sense in terms of a model object, although this class acts (well is supposed to) as a network handler.

Has the networking request went through successfully -> Send the data
OR
Has the networking request failed -> Handle failure

At least that is what I was aiming to do, perhaps my implementation is flawed
 
I have tons of networking requests where the Retrofit onFailure method is sitting with nothing but a log call in it, this is a way to avoid that onFailure callback being redundantly called and allowing me to easily handle it.

Also thinking that if I pass through a different callback, I can handle the onFailure in a similar fashion to onResponse (if I'm needing to do something unique if a certain request fails) that's where `ApiResponseFailureCallback<?>` is supposed to come in (not sure if it'll work, need to test)

you don't want to handle the onfailure "within" retrofit
just keep using what you have now, it's fine. But hypothetically the network layer does not decide what happens in case of failure

OkHttp callbacks are invoked in a background thread, so it doesn't make sense to have your ping test work with callbacks there.
What I suggest is, rather "Looking for the cause of the error in oorder to let the caller treat it as they want". OnFailure --> you build an "error" object (model class), test on ping, if ping failed, error to which you attach the cause ==> error.setCause (Errors.PingFailed).setExc (throwable); / otherwise, error.setCause (Errors.Other).setExc (throwable); ==> apiResponseCallback.failure (error);

The unfortunate reality is that GitHub was kind of just failing as a business. Microsoft can afford to keep it alive and get points for doing so, instead of letting it fall into ruin (e.g. SourceForge) or worse (dying). Plus, they use it, so if it goes to crap because they didn't buy it, that's pretty bad.
 
I don't think they were failing, but just growing faster than was sustainable

it's all about advertisement /media channels
by owning github they can encourage use of other microsoft systems and they own any advertisement vectors/data usage from it
having that much access to developers can steer a lot of other business towards them
