There is nothing you can do to change that, it's literally a byte level process

If your bytes agree, it happens. If they don't, it doesn't

It's usually a processing of Google determine if your new apk's got chunks of data that are identical to the apk installed on the device. If yes, they will only download what needs to be changed, and mix and match locally

It's basically a form of weird compression
