Find link-only answers

@AshishAhujaツ Those are great ideas! I though of one too: monitor new/edited posts to see if they match filters for being low-quality. Not spam since Smokey does that, but we can match things like "I'm looking for a" as a tool-rec, "How do I get started" is too broad. It can also search for, say, posts that are completely in lowercase, or don't have paragraph breaks, etc.

@AshishAhujaツ You want to look at SEDE or something to try to tune the filters? Like for tool-recs, try to find what percentage of closed tool recs contains phrases like "I'm looking for," vs the amount of open questions containing that phrase.
