I am beginning to think that maybe the problem isn't that all of the crap should be closed... but we need better ways of putting the good stuff where people can find it. We all think that the bad crap should all be closed and deleted, but that actually brings more eyes to those questions than it hides them from.

If you think about it, the easiest way to get people to stop doing something is to stop giving them input. We have basically taken a bunch of answerers and put them to work staring at crap all day, while the good questions do still have some chance of getting good attention, the crap gets far more attention. Then you have the problem of the "pity users" who will upvote crap questions because the user is new and answer closed questions in the comments because "you don't have to be so mean".
