tbh after the .....not good.... situation surrounding the massive rush of RFCs for 7, I think lining ones up for 8 as early as possible will be good. And will also give some impetus for defining a timeline for 8, to avoid the meandering that occurred from 5.4 to 5.6

I did know a developer who world double-encode everything, but I'm pretty sure that's because he was an idiot and was trying to urldecode() $_GET/POST/REQUEST stuff, finding it not working as expected, so "fixed" it by encoding on the other end.
