We use STV to tally votes. Instead of voting for only one candidate, you can rank your choices according to preference.

Primaries filter nominees down to 10. Simple top score algorithm. Elections pick actual 3 from those 10. More complicated algorithm.

But does that actually make them good? It's not like an answer on SO that you can cross validate yourself or bias against your own knowledge; you're going off of inference, really.

@guest271314: The primaries are a way to suss out the top ten people that the community thinks would be ideal fits for candidates. The "final" vote is the stage we're on now in which everyone picks their top three ideal candidates.
The vote there is again as I describe it - you've got a lot of people and a lot of metadata to compare against, but it's tough to say who would be "good" from those raw stats alone, so the vote is small in comparison to the candidate's answers to community questions and situations.

@guest271314: Number of actions taken on the site that would be seen in a moderator light, like editing, flags and reviews. The quality of those is really the metadata, since it's tough to suss out the quality of an edit by a mechanical process. Same with reviews.
