@Scratte Yes. In fact, it's worse than that. Say the user reaches a reputation of 126, then downvotes 2 answers. Downvotes on answers cost you 1 reputation (downvotes on questions are "free"), so after downvoting 2 answers, they'll be down to a reputation of 124. And that would mean they can't downvote any more!
and a suspicion is enough to flag: mods see more data to prove or refute your suspicion
Also if you see borderline spam from someone who has proper posts you probably don't want to use red flags on them. In that case it's better to assume good faith and use a custom flag.
