@Scratte Yes. In fact, it's worse than that. Say the user reaches a reputation of 126, then downvotes 2 answers. Downvotes on answers cost you 1 reputation (downvotes on questions are "free"), so after downvoting 2 answers, they'll be down to a reputation of 124. And that would mean they can't downvote any more!

If I find a user suspicious, is in in my place to look at all their questions/answers?

if you raise a mod flag bring the evidence forward to make your case learer
 
Ok. I didn't actually check all the questions/answers yet, but I will.
 
you don't have to, but it's alright if you do
and a suspicion is enough to flag: mods see more data to prove or refute your suspicion
Also if you see borderline spam from someone who has proper posts you probably don't want to use red flags on them. In that case it's better to assume good faith and use a custom flag.

Yes chat messages all have an ID of their own. You can see it in the permalink for instance in the context menu in chat.
 
But that puts it in context. I was thinking about just seeing one message only

there's no need to search for it, because you know where it is: chat.stackoverflow.com/transcript/message/<ID> (with a possible #<ID> anchor to highlight it)
This is the "permalink" in the context menu of the message.
And directed replies start the reply message with :<ID>, that's it. And if you post only a permalink in a chat message it becomes a one-box

but the typical way to do directed replies is to use the curved arrow icon at the end of a chat message on hover (assuming desktop chat)
 
..and don't shake while using that arrow! Especially don't shake while using the star :)
