Just a thought experiment: A user reaches a reputation of say 126. Now they can down vote (down voting requires 125). Then one of their posts gets a down vote, and their reputation is now to 124. Do they lose the privilege of down voting?

I think privileges are calculated regularly, not automatically assigned

iirc privileges are reassigned every 6-8. Badges on the other hand, are not. So it can happen that you get a gold badge in a tag, allowing you to dupe-hammer, and afterwards bounty all your rep away. This will leave you with the gold badge, but since you lost the close privilege, you can no longer close vote and thus dupe-hammer. The moment you go over 3k again, your hammer is restored
