In managed .dll (unlike native) you can practically see the actual source-code. So pay close attention to copyrights and legal notes. If the author would want to take an action against you it would be incredibly easy.

DOM is just what the webpage is made up from. e.g. the root is a document, then there's the <html> element etc. It's useful when you want to manipulate those elements with JavaScript.
