I have a resx file, with a strongly typed interface. In my aspx file, when I do <asp:Literal runat="server" Text="<%$MyResource:Welcome %>" />, it shows the correct welcome message for my current culture. But when I do <span><%=MyResource.Welcome%></span>, it shows the English message regardless of my current culture. Why?

Yes, I'm using asp.forms. I now suspect that my page changes its culture halfway through its life cycle, and my "<%=" tags execute when the culture is still English, and my "<%$" tags execute after it changes to French.
This almost-MCVE seems to show that "<%$" tags execute before Page_Load, and "<%=" executes afterwards. Which is the exact opposite of what my horribly complicated real code does.
